Daviess County Fiscal Court received a clean annual audit report from the state.
“All of them money is where it is supposed to be, all of the bank accounts reconciled, all of the reports were filed appropriately,” said Treasurer Jim Hendrix.
Hendrix said the County was able to resolve a minor glitch related to reimbursement expenses from the coronavirus relief fund.
“All in all, the report is good,” Hendrix concluded. “The books and finances of Daviess County Fiscal Court are recorded as they should be. And everything is in good shape.”
Code Amendments – Fire Dept.
Fiscal Court approved administrative code amendments for fire department employees regarding comp time and paramedic training sessions.
Treasurer Jim Hendrix explained with the unique nature of scheduling, some employees would prefer comp time instead of overtime pay. The county is hopeful the code amendment will incentivize employees to complete additional training sessions.
Fiscal Court also approved a change that will reimburse firefighters up to 80 percent of the cost to earn their paramedic certification.
Budget Amendments
After a second reading, Fiscal Court adopted a budget amendment, accounting for CARES Act reimbursement for jail salaries and funds received through the American Rescue Plan Act (ARPA).
Also, Owensboro Regional Recovery will be receiving a $200,000 Community Development Block Grant (CDBG). Fiscal Court approved a budget amendment, allowing the agency to accept the funds.

Fiscal Court signed off on several budget transfers to close out the Fiscal Year that ends on June 30th.
Commissioners adopted an update to the GRADD Hazard Mitigation Plan, focused on minimizing the impact of natural disasters.
Fiscal Court approved a contract with the Daviess County Board of Education for the 2021/2022 Transportation of Non-Public Schools.
A Business Associate Agreement with the Green River District Health Department will cover vaccinations for at-risk employees, including shots for Hepatitis B, rabies pre-exposure, and TB. This is an annual exercise for the Court, and the latest agreement runs from July 1, 2021 to June 30, 2022.
Commissioner Mike Koger said the spray park and inclusive playground are open at Horse Fork Creek Park on Fairview Drive. A dedication will be held in the next week.
In his comments, Judge-Executive Al Mattingly talked about the County’s support of local tourism, the Convention Center, and arts organizations.
Recognition
Fiscal Court recognized Kaysia Harrington, a 2021 graduate of Owensboro High School, who will attend Harvard University in the fall.
Board Appointments
Sharon NeSmith and Greg Floyd have been appointed to the Owensboro-Daviess County Convention & Visitor’s Bureau for terms of 6/30/2021 – 6/30/2024.
Phil Riney and Christina O’Bryan have been reappointed to the Daviess County Economic Development Advisory Board for terms of 6/19/2021 – 6/19/2025.
Wally Taylor and George Altman have been reappointed to the Daviess County Drainage Commission for terms of 6/22/2021 – 6/22/2024.
Next Meetings
The next meeting of the Daviess County Fiscal Court will be held on June 15th at 10 a.m. The Court will hold an extra meeting on June 30th at Noon to approve budget transfers for the end of the Fiscal Year.
Future Visitor Attendance
At the end of June, the county expects to reopen the courtroom to limited visitors during meetings, with social distancing in place. Appointments will be recommended. Once the county enters the ‘green’ on the state’s COVID-19 dashboard, the courtroom will reopen 100 percent. Green would indicate no community spread of the virus.
