Daviess County Fiscal Court recognized two new firefighters and highlighted a promotion at the regular meeting on March 9, 2023.
Brian Cecil was elevated to Lieutenant with the Daviess County Fire Department, serving out of the East Station on Highway 54. Additionally, Hayden Bullis and Lee Blanton will join the department in the coming weeks, each starting as a Firefighter/EMT.
Meeting Notes
Fiscal Court approved a contract with JKS Architecture for a comprehensive report of the buildings at the Daviess County Detention Center. The report will include the probable cost of renovations, repairs, and operational efficiency assessments, which will be critical to weighing future capital projects and identifying the most critical items to address.
The Kentucky Infrastructure Authority requested approval of a resolution for a Clean Water Act grant that is supporting the Jack Hinton Road waterline project. Work is currently underway on Short Station Road, south of Knottsville, to install a new six-inch line that will result in improved fire protection.
Fiscal Court approved a resolution, authorizing an application to the State Board of Elections for full reimbursement of the electronic poll book system that was awarded at the previous meeting on February 23.
A public hearing was held concerning an application for an $800,000 Community Development Block Grant that would support a building project through Habitat for Humanity. Fiscal Court will consider a resolution authorizing the application through GRADD on March 23.
Fiscal Court approved a separate application for a $200,000 Community Development Block Grant to Owensboro Regional Recovery.
The Solid Waste Department will pursue a $330,000 composting grant through the Kentucky Pride Fund. If the request is successful, the County would purchase a new wheel loader for getting compost into the power screen. As part of the local match, the Solid Waste Department plans to extend the compost pad allowing vehicles to be loaded on asphalt.
Fiscal Court awarded bids for a new manure spreader and dozer rental at the Landfill, along with 12-gauge shotgun ammunition for the Gun Club. An office flooring project was approved for the Judicial Center and an electrical upgrade for the Courthouse, allowing for future growth when the HVAC system is improved.
March has been proclaimed as American Red Cross Month. Executive Director Misty Thomas presented on the outreach of the Western Kentucky Chapter, which serves 25 counties. The Red Cross provides food and shelter in times of crisis, ranging from home fires to manmade disasters such as floods and severe storms.

Board Appointments
Russell Lynn Wilkey has been appointed to the Ethics Board for a three-year term, effective March 1, 2023.
The appointment for Tom Lilly was amended to a full three-year term on the Owensboro Regional Hospital Board, in accordance with the hospital bylaws.
Flood Map Open House
Judge/Executive Charlie Castlen said an Open House would be held on Tuesday, March 14 to review the preliminary FEMA floodplain maps for Daviess County. This event is open to the public. It will run from 5 p.m. to 7 p.m. at Blandford Lecture Hall in the Humanities Building at Owensboro Community & Technical College.
