Daviess County Fiscal Court has approved two contracts for conceptual design services related to a ballfield reconfiguration and amphitheater addition at Yellow Creek Park.
“We have talked about this a long time,” said Commissioner George Wathen. “We will probably pass this onto the next group but it will be nice to see the different possibilities out there.”
Fiscal Court is exploring a reconfigured, cloverleaf-style ballfield configuration, where four fields would back up to a central concession stand similar to Panther Creek Park. AXIOM Architecture will put together a conceptual design with a report of the probable cost.
The conceptual design contract for the amphitheater was awarded to Clements Wimsatt Architects PLLC. A member of their team was also involved in the design of the Beaver Dam Amphitheater.
The stage would be located in the large field where ROMP Festival is held each June. Steve Johnson, Vice Chair of the Bluegrass Music Hall of Fame & Museum, expressed appreciation for pursuing the project.
“We want to be involved and provide input, any information that will contribute to a successful conceptual design,” Johnson said.
Judge-Executive Al Mattingly said a public forum will be held in the future to gather input from stakeholders. The preliminary drawings will be completed on or before November 18 with an estimated construction cost along with required fixtures, fittings and equipment.

Fiscal Court approved a hold harmless agreement with Trey Whitt regarding item retrieval from the lake at Yellow Creek Park.
County Engineer Mark Brasher said the drainage structure replacement on Lyddane Bridge Road has been added to the state’s “Bridging Kentucky” program. As a result, the County will pursue a second bridge replacement on Indian Hill Road at Pup Creek through an 80/20 matching agreement.
Bids were awarded for a roof replacement at the Moseleyville Fire Station, an exterior repair project at the Kirtley Annex, a portable backup generator and trailer for Emergency Management, and PVC Pipe for the Landfill cell construction.
Fiscal Court rejected one bid for pavement maintenance and striping at the Operations Center, allowing the Road Department to perform base repairs before the project moves forward.
Tax Rates
Fiscal Court presented tax rates for the Daviess County Library and the Daviess County Cooperative Extension District. The tax rate for the Extension District remains at 0.9 cents per $100 of valuation.
At the Library, real property has decreased from 6.2 cents to 6.0 cents per $100 of valuation, while tangible property will decrease from 7.57 cents to 7.39 cents.

Rebecca Case has been hired as a Seasonal Parks Attendant.
Shelley Newcom and Debbie Zuerner were reappointed to the Alliance for a Drug Free Owensboro-Daviess County Steering Committee for three year terms, effective September 1.

Next Meeting
Fiscal Court will meet on Thursday, September 15 at 5 p.m. with a public hearing to follow. The hearing pertains to a rezoning decision by OMPC on the Greenbriar subdivision near Yellow Creek Park. Several residents have filed an appeal to reconsider the zoning change from single family residential to multi-family residential.
